ESIL Executive Board Elections

The following candidates (names in alphabetical order) are standing for election to the Executive Board of the society. The elections will be held during the General Assembly on Saturday 4 September (08.15 - 09.45).

Jutta Brunnée:

Associate Dean of Law (Graduate) and Professor of Law and Metcalf Chair in Environmental Law, University of Toronto. She studied in Germany, France and Canada and holds an LL.M. from Dalhousie University, Canada, and a Doctorate in Law from Johannes Gutenberg University, Germany. Her teaching and research interests are in the areas of Public International Law and International Environmental Law. Professor Brunnée is co-author of Legitimacy and Legality in International Law: An Interactional Account (Cambridge University Press, 2010), and co-editor of the Oxford Handbook of International Environmental Law (Oxford University Press, 2007) and A Globally Integrated Climate Policy for Canada (University of Toronto Press, 2008) as well as author of numerous books and articles on topics of international environmental law and international law. In 1998-99, Professor Brunnée was the Scholar-in-Residence in the Legal Bureau of the Canadian Department of Foreign Affairs and International Trade, advising, inter alia, on matters under the Biodiversity and Climate Change Conventions. She serves on the Board of Editors of the American Journal of International Law.

Vice-doyenne aux études supérieures en droit et professeure de droit et directrice du Centre de recherche Metcalf en droit de l’environnement. Elle a étudié en Allemagne, en France et au Canada et détient une maîtrise en droit (LL.M.) de l’Université de Dalhousie, Canada, et un doctorat en droit de l’Université Johannes Gutenberg, Allemagne. Ses intérêts d’enseignement et de recherche sont en droit international public et en droit international de l’environnement. Carlos Esposito:

Carlos Espósito is Professor of Public International Law at the Autónoma University of Madrid. He studied law at the University of Buenos Aires (1989), and received his doctorate in law from the Autónoma University of Madrid (1995). He has been Visiting Professor of Law at the University of California, Berkeley, Boalt Hall (1998), Visiting Fellow at the Lauterpacht Centre for International Law, University of Cambridge (2007), and Visiting Professor at Göttingen University (2010) among other universities and institutions. He served as Counsel and Deputy Head (2001-2004) of the International Law Department of the Spanish Ministry of Foreign Affairs, and was a Senior Researcher at the international relations think tank FRIDE (2004-2005). Founder of two legal journals, he is now the editor of a collection of books on international law and a member of the Board of Editors of the Journal of International Economic Law. His books in Spanish include The Advisory Jurisdiction of the ICJ (1996), The WTO and Private Persons (1999), State Immunity and Human Rights (2007), and two co-edited collections of essays on WTO and European Regionalism (2000) and The Role of Courts in Transitional Justice: Voices from Latin America and Spain (2009, English version expected in 2011).

Carlos Espósito est Professeur de Droit international public à l’Université Autónoma de Madrid, institution où il réalisa ses études doctorales (1995) après ses études de droit a l'Université de Buenos Aires (1989). Il a été Professeur visitant à l’Université de Californie, Berkeley, Boalt Hall (1998), chercheur visitant du Centre Lauterpacht pour le Droit international, Université de Cambridge (2007) et Professeur visitant à l’Université de Göttingen (2010), parmi d’autres universités et institutions fréquentées. Par ailleurs, il a servi au sein du Ministère des Affaires Étrangères espagnol en qualité de conseiller et puis chef adjoint (2001-2004); il a collaboré avec le think tank FRIDE en tant que chercheur senior (2004-2005). Fondateur de deux journaux légaux, il est à présent éditeur d’une collection de travaux de Droit international tout comme membre du Comité d’éditeurs du Journal of International Economic Law. Ses livres publiés en espagnol incluent La juridiction consultative de la CIJ (1996), L’OMC et les particuliers (1999) et Immunité de l'État et droits de l’homme (2007). Il a dirigé en tant que co-éditeur deux oeuvres collectives, L’OMC et le régionalisme européen (2000), ainsi que Le Rôle des Tribunaux dans la justice transitionnelle: voix d’Amérique Latine et de l’Espagne (2009, version anglaise prévue pour 2011).

Mary Footer:

Mary Footer has been Professor of International Economic Law at the University of Nottingham School of Law since 2006, having previously taught at the University of Amsterdam, the Erasmus University Rotterdam and University College London, and as a guest-lecturer at several universities in Europe, North America and China. She has been Senior Program Legal Counsel at the International Development Law Organization, Rome (1995-1999) and has held research posts at the British Institute of International & Comparative Law, London (1992-1994), and the European University Institute, Florence (2010). Mary holds a PhD with distinction (Erasmus), an LLM (UCL), a JD in civil law (UNA) and a BA (Hons) in European History (UEA). She is a Member of the Executive Council, British Branch, International Law Association (ILA) and the ILA International Trade Law Committee, Rapporteur of the ILA Committee on International Law and Biotechnology and co-chair of the ESIL International Economic Law Interest Group. Her publications are mainly in the field of public international law, law and economic development and the international regulation of (agro)biotechnology; she is author of An Institutional and Normative Analysis of the World Trade Organization (2006).

Mary Footer est professeur du droit international économique à la faculté de droit de l’Université de Nottingham depuis 2006. Auparavant elle était maître de conference à l’Université d’Amsterdam, à l’Erasmus University de Rotterdam et à University College London et professeur invité dans plusieurs universités d’Europe, d’Amérique du Nord et de Chine. Elle a été conseillère juridique principale pour des programmes à l’Organisation Internationale de Droit du Développement de Rome (1995-1999) et a obtenu des positions de recherche à l’Institut britannique du droit international et comparé de Londres (1992-1994) et à l’Institut universitaire européen de Florence (2010). Mary est titulaire d’un Doctorat en droit cum laude (Erasmus), d’une Maîtrise en droit public (UCL) et en droit civil (UNA) et d’un Diplôme en histoire européene (UEA). Elle est membre du Conseil exécutif de l’Association du droit international (ILA) et de son Comité du droit international du commerce, Rapporteur du Comité du droit international et biotechnologie de l’ILA et co-présidente du Groupe de Réflexion en Droit International Économique de SEDI. Ses publications principales sont dans le domaine du droit international public, du droit du développement économique et de la régulation internationale de l’agro-biotechnologie. Elle est l’auteur de l’ouvrage An Institutional and Normative Analysis of the World Trade Organization (2006).

Nico Krisch:

Nico KRISCH is a Professor of International Law at the Hertie School of Governance in Berlin. Previously, he was a Senior Lecturer at the Law Department of the London School of Economics and Political Science, after holding research positions at Merton College, Oxford, NYU Law School and the Max Planck Institute for International Law in Heidelberg. He studied law and international relations in Berlin, Geneva and Heidelberg and received a Ph.D. in law from the University of Heidelberg. Nico is the author of Selbstverteidigung und kollektive Sicherheit (Self-defense and Collective Security, 2001) and of articles on United Nations law, on hegemony in international law, and on the legal order of global governance. His most recent book, Beyond Constitutionalism: The Pluralist Structure of Postnational Law, is due to appear in October 2010 with Oxford University Press. Nico has been a member of the ESIL Executive Board since 2006.

Why is he standing for re-election? “My vision is that of an active, vibrant ESIL, in which scholars of all ages and nationalities find a forum for the exchange of ideas, a forum that places European legal thought more firmly onto the map of the discipline and provides the space to constantly push and transcend existing intellectual confines. The Society has gone a long way towards this goal in the few years since its founding, but it is still young and needs much effort to consolidate and extend its activities. It should, for example, aspire to hold a greater number of events throughout Europe, should create greater visibility for European scholarship, and should facilitate links among researchers from different backgrounds, through joint workshops or summer schools. I am keen to keep contributing to the exciting endeavour ESIL represents.”

Marko Milanovic:

Marko Milanovic obtained his first degree in law from the University of Belgrade Faculty of Law, his LL.M from the University of Michigan Law School, and is currently a PhD candidate in international law at the University of Cambridge. He is an Associate of the Belgrade Centre for Human Rights, and has served as Law Clerk to Judge Thomas Buergenthal of the International Court of Justice. He has published in leading academic journals, including the European Journal of International Law, the Leiden Journal of International Law, the International and Comparative Law Quarterly, the Human Rights Law Review and the International Review of the Red Cross. He was counsel or advisor in cases before the International Court of Justice, the European Court of Human Rights, and the Constitutional Court of Serbia. In September 2010 he will be taking up a lectureship in law at the University of Nottingham School of Law.

Marko Milanovic a obtenu son licence en droit à l'Université de Belgrade, Faculté de droit, son LL.M à l'Université du Michigan Law School, et il est actuellement doctorant en droit international à l'Université de Cambridge. Il est associé du Belgrade Centre for Human Rights, et a servi comme référendaire de juge Thomas Buergenthal de la Cour internationale de Justice. Andre Nollkaemper:

Andre Nollkaemper is Professor of Public International Law and Vice-Dean for Research at the Faculty of Law at the University of Amsterdam, and Academic Director at the Amsterdam Center for International Law (ACIL). He also is Member of the Advisory Committee for Public International Law of the Government of the Netherlands; and of-counsel for international law with Böhler, an Amsterdam-based law firm specializing in transnational and international litigation. He has given legal advice on cases before the European Court of Human Rights, the Special Court for Sierra Leone, the International Criminal Tribunal for the Former Yugoslavia, the Extraordinary Chamber for the Courts of Cambodia and courts of the Netherlands. He is Editor-in-Chief of International Law in Domestic Courts and author of many publications on the relationship between international law and national law (including The Ties that Bind: National Courts and the International Rule of Law, OUP, forthcoming 2011) and international responsibility. In 2010, he received a 5-year Advanced Investigator Grant from the European Research Council (ESR) for a project on Shared Responsibility in International Law.

Andre Nollkaemper est professeur de droit international public et vice-doyen pour recherche à la Faculté de droit de l’Université d’Amsterdam ; et directeur scientifique du Amsterdam Center for International Law (ACIL) ; membre du conseil consultatif de droit international public du Gouvernement des Pays-Bas ; et conseiller en droit international au cabinet d’avocats Böhler spécialisé dans les contentieux transnationaux et internationaux. Il a été consultant dans des affaires devant la Cour européenne des droits de l’homme, le Tribunal spécial pour la Sierra Leone, le Tribunal pénal international pour l'ex-Yougoslavie, les Chambres extraordinaires au sein des tribunaux cambodgiens et des cours et tribunaux néerlandais. Linos-Alexandre Sicilianos:

Linos-Alexandre SICILIANOS. Né à Athènes en 1960. Professeur agrégé, Université d'Athènes. Membre du Curatorium de l'Académie de droit international de La Haye. Ancien Vice-président du Comité des NU pour l'élimination de la discrimination raciale. Membre du Comité exécutif de l'Agence des droits fondamentaux de l'UE. Vice-président de la Commission nationale hellénique des droits de l'homme. Membre du Comité scientifique du European Journal of International Law. Professeur invité par plusieurs institutions académiques, y compris l'Académie de droit international de La Haye, Universités de Paris-I, Paris-II, Oxford, Genève, Strasbourg, Aix-Marseille, etc. A publié quatre monographies, y compris dans RCADI, vol. 339, plusieurs articles et études en grec, français et anglais, en droit international général (notamment responsabilité internationale, sanctions, emploi de la force), droits de l'homme et organisations internationales. A participé activement à toutes les conférences bi-annuelles de l'ESIL et aimerait contribuer davantage à l'essor continu de la Société.

Linos-Alexander SICILIANOS. Born in Athens in 1960. Assoc. Professor, Dr., University of Athens. Member of the Curatorium of the Hague Academy of International Law. Former Vice-chairman of the UN Committee on the Elimination of Racial Discrimination. Member of the Executive Board of the EU Fundamental Rights Agency. Vice-chairman of the Greek National Commission on Human Rights. Member of the Scientific Advisory Board of the European Journal of International Law. Visiting professor in various academic institutions, including the Hague Academy of International Law, Universities of Paris-I, Paris-II, Oxford, Geneva, Strasbourg, Aix-Marseille, etc. Has published 4 monographs, including in RCADI, vol. 339, and numerous articles and studies in Greek, French and English on general international law (State responsibility, sanctions, use of force), human rights and international organizations. Has actively participated in all bi-annual Conferences of ESIL and would like to further contribute to the continuous development of the Society.

Geir Ulfstein:

Born 1951. Dr. juris, University of Oslo, 1995. Professor of international law at the Department of Public and International Law, University of Oslo. Member of the ESIL Interest Group on International Environmental Law.
Director of the Norwegian Centre for Human Rights 2004-2007. Visiting scholar at the University of Washington, University of Cambridge, Max Planck Institute for Comparative Public and International Law (Heidelberg), and University of Paris I – Panthéon Sorbonne.
Publications in various fields of international law, including the law of the sea, international environmental law, human rights, and international institutional law. Co-edited Making Treaties Work: Human Rights, Environment and Arms Control (CUP 2007) and co-authored (with Jan Klabbers and Anne Peters) The Constitutionalization of International Law (OUP 2009).
Co-director of a research project on “Should States Ratify Human Rights Conventions?” at the Norwegian Centre for Advanced Study (CAS) (2009-2010). The outcome will be published in a new book series: Studies on Human Rights Conventions (CUP).
